Job summary

The Learning & Development team are key to developing a skilled, innovative and ambitious DCMS workforce. We enable everyone to be their best through the provision of opportunities for our people to develop the right skills for their role.

To achieve this we:

  • Develop and implement the DCMS Learning and Development strategy and DCMS Leaders strategy
  • Provide colleagues with access to learning the fundamentals of Public Administration
  • Introduce colleagues to the fundamentals of Working in Government
  • Support the development of deep expertise in specialist areas and enabling continuous professional development
  • Equip managers with the tools to learn the fundamentals of managing; and developing purposeful, inclusive and resilient leaders at all levels
  • Create the space and opportunities to grow and learn from each other through peer learning, mentoring, coaching and buddying

Job description

Create a learning culture that enables colleagues to learn from each other and share information

  • Be the champion for social learning in the workplace
  • Develop existing online communities and work with others to co-create new ones
  • Collaborate with other L&D team members to enable colleagues to utilise learning tools and technology to adopt peer-to-peer learning
  • Manage the DCMS L&D Champion community through recruiting volunteers to be local champions of learning in their directorates, establish regular two-way communications with the champions
  • Use awareness weeks (such as Diversity week, Fraud Awareness week, etc) to encourage colleagues to share knowledge and learning, and to complete mandated training

Manage our coaching offer 

  • Manage the ILM L5 Coaching programme, ensuring that DCMS have sufficient accredited coaches. Work with the Early Careers Manager to promote the Coaching Apprenticeship and ensure that all trainee coaches have an opportunity to develop their practice within DCMS
  • Promote coaching opportunities, ensuring that colleagues are aware of the offer and that the matching process is smooth

Work in partnership with others to ensure we deliver an efficient and effective learning offer

  • Collate monthly data on learning impact for all DCMS L&D programmes and prepare reports for senior management
  • Own and promote the mandatory learning policy, report on course completion and be the point of contact for GSCU reporting
  • Get involved in other L&D projects for professional growth and development
  • Assist with L&D administration tasks to cover for team absences and during busy periods

Person specification

Essential requirements

  • Some experience of working in an HR/L&D/OD position, which could be in administration or in addition to your ‘day job’
  • Experience in setting-up and/or maintaining an online community of practice (or an online forum or other digital information exchange platform/application) and knows how to engage people through these platforms
  • Excellent stakeholder management and communication skills
  • Experience of management information data collection and reporting
  • The ability to plan, prioritise a varied workload and proven organisational skills

Desirable skills

  • Knowledge of how adults learn and understands how to apply the 70/20/10 model
  • Working knowledge of Government Skills and Curriculum Unit (GSCU)
  • CIPD qualified, or working towards, although not essential
  • Experience of working within learning and/or talent in a Government context
