Job Description

Overall Objective:

  • To lead and manage the office-based Quantity Surveying team within the following frameworks & packages:

– Northumbrian Water Runway 2 Sub-programmes

​- Northumbrian Water Building & Civils Management Framework

– Northumbrian Water Concept & Definition programme

– Environment Agency Flood & Coastal Risk Frameworks

– Esh Drainage Services

  • Sustainable profit maximisation, increased value and reduced cost
  • Sustainable cashflow maximisation, reduced debtor days and controlled subcontract days
  • To assess risk and opportunities within projects, with the financial stability of the business being the priority focus
  • To convey the financial principles of the business to staff and to compile and present commercial reports to the directors on a regular basis
  • To facilitate good working relationships with our supply chain partners so that they provide us with the necessary support to remain competitive in seeking future work

Key Accountabilities:

  • Surveying team leadership, responsibility, development and support
  • Surveying team resourcing, training, development, recruitment and retention
  • Commercial/Contractual support, development and guidance to framework teams
  • Understand, develop, convey, implement and compliance monitoring of Esh ethos and sustainable best practice
  • Monthly CVR, forecast and subcontract liability production to standard and to timetable
  • Monthly Stream P&L/Forecast reporting to Regional Commercial Director
  • Contract Documentation review – material risk and opportunity identification
  • Risk and Opportunity mitigation/maximisation plan, implementation, guidance and success monitoring
  • Design consideration and Value Engineering
  • Subcontract procurement – planning, targets, procedure, documentation, sign off and post contract management
  • Programme/progress monitoring – delay/disruption and loss/expense identification, reporting and notification
  • Framework specific customer relationship and satisfaction
    – Clients Forecast production and monitoring
    – Applications for Payment – ensure they are submitted in accordance with Client’s requirements
    – Monitor and drive improvement in the commercial aspects of the frameworks
  • Develop Strong working relationships with:
    – Clients and their Agents
    – Other departments including Business Development, Estimating, Technical, Buying and Production​

Experience & Qualifications: 

  • Experienced in working within a small/medium value, fast paced environment
  • Experience with developing water and / or Environment Agency project proposals and pricing through Concept & Definition, Design & Construction to successful completion
  • Experienced in the use of the Clients electronic contract management systems (CCM, Sharepoint, etc.)
  • Experienced in the commercial aspects of construction, particularly working with frameworks with Blue Chip Companies
  • Proven leadership of a Quantity Surveying team
  • Technical ability should include an understanding of contractual law, commercial reporting, tender procedures, commercial awareness, leadership skills, presentation skills and report writing
  • Previous experience of extracting the relevant information from Site, QS and Estimating teams to determine current and future financial framework contribution
  • Understanding client work programmes would be helpful and examples how you can secure work through strong relationships would be of benefit
  • Experience using NEC (with particular emphasis on PSC, Short Form, Term, along with Option B, C & E) and JCT forms of Contract
  • Experience of Microsoft IT packages
