The Integrated Data Programme (IDP) is building an ambitious and comprehensive Integrated Data Service (IDS), underpinned by a secure and trusted infrastructure, to enable Government to make best use of its data assets. It will be a digital collaborative environment that will support Government in unlocking the potential of linked data, building up data standards, tools, and approaches that enable policymakers to draw on the most up-to-date evidence and analysis to support policy development, improving public services and improving people’s lives.

This role sits within the Business Design branch within the IDS Strategy and Growth Division. The Division are responsible for setting and communicating the IDS vision, business design, benefits case, and evaluation of the service introduction, managing a wide range of stakeholders throughout. The Business Design branch work closely with Business Analysts, Architects and User Researchers to ensure user (staff, analyst, data provider) requirements are central to IDS design.

Job description

This is a key leadership role within the Business Design team within IDP which is delivering the cross-government IDS. IDP Business Design covers the design of aspects of the business operating model that affects IDS user/staff experience and ensures IDS can sustain itself as a cross government service in the future.

To deliver a sustainable IDS, the business requirements of the service users and service delivery teams need to be included within the overall IDS design. These roles provide the opportunity to develop initiatives that supports the IDS ambition to foster a high-performance culture, where valuing learning, continuous improvement and diversity are the norm.

This role will oversee the development of and support the implementation of the Operating Model, specifically related to governance of IDS, including data governance and service governance.

The role involves ensuring consistency across the Sustainability and Governance layers of the Operating Model and related key IDP delivery milestones are met for each IDP release.


Your responsibilities include:

• Designing and delivering organisational design – and change management strategies, processes and interventions that support the development of the Integrated Data Service.
• Supporting specific performance improvement initiatives.
• Overseeing and managing the development and integration of the IDS operating model, ensuring it is responsive to changing and/or emerging business needs.
• Communicating the impact of the work of your team to stakeholders.
• Contributing to activities required for assessments and accreditations.
• Delivering organisational design projects in line with the Workforce and organisational design strategic priorities.
• Identifying opportunities for performance improvement through, for example, undertaking internal diagnosis, process/system reviews in order to understand barriers and possible solutions; conducting external research into good practice and new ideas.
• Overseeing and managing the development and integration of the IDS operating model governance layers ensuring it is responsive to changing and/or emerging business needs.

Essential Criteria

  • CIPD Qualification Level 5.
  • Experience of using data and evidence to make decisions and influence.
  • Experience of building capability across multidisciplinary teams.
  • Has held a leading transformation and change role.
  • Experience of working in a large/complex organisation.
  • Experience of driving change through digital technology.
