Job Description

Tees Valley is where five distinct boroughs come together to make one exceptional destination in which to invest, live, work and visit.

The Tees Valley Combined Authority has made huge progress since its creation, taking on devolved responsibilities from Government for transport, infrastructure, skills, business investment, and developing local collaborations on culture, tourism and housing.

These powers are backed up by substantial funding, a ten-year plan (approved in 2019) outlines how £588million worth of spending will support the creation of 16,785 jobs and an additional £1.48billion to the area’s economic output.

The investment plan, which supports the delivery of the Combined Authority’s Strategic Economic Plan was first launched in 2017 and includes £20million for a major transformational project in each of the five local authority boroughs, and an indigenous Growth Fund of £50million to improve and revitalise towns and communities.

We’re proud of our historical impact across the globe – from celebrated explorers and introducing the first passenger railway to providing the steel that built the modern world.

That legacy lives on today in the area’s rail and engineering industries, our deep-sea port and advanced manufacturing heart. Tees Valley is also a dynamic business location for digital and creative technologies, and a leading destination for process industry and new energy companies.

About the team

The TVCA Investment Development team provides Economic Intelligence, Policy Development and Programme & Project Development. We are looking for a dynamic, creative, and knowledgeable person to join the team. It is a busy time as we work to strengthen our evidence base, work with government to influence and translate national policy to meet local need and work with the public and private sector to develop and secure investment for projects that will deliver our ambitions.

We are a friendly productive team working in a fast-paced environment on a diverse work programme. We want people with a desire to succeed and you may have transferrable skills that are relevant to the role.

Working in the TVCA Investment Development Team provides many opportunities to work on innovative approaches and develop your skills across the whole TVCA portfolio including the two Mayoral Development Corporations in Middlesbrough and Hartlepool, the Creative & Digital focused Tees Valley Investment Zone and further devolution.

About the role

We have an exciting opportunity for a Project Development Manager to join our Investment Development team at a pivotal moment for the Tees Valley. With the emergence of a new Local Growth Plan, which will set the blueprint for the region’s ambitions over the next decade, this is an exceptional time to help shape our future. The Plan will be underpinned by a diverse and expanding investment pipeline of projects, programmes and opportunities designed to unlock significant economic growth and create lasting benefits for our communities.

Our team will play a central role in this mission. We work closely with partners and stakeholders, both internal and external, to take opportunities from the pipeline and develop them into robust, compelling and investable proposals. This includes navigating a range of funding sources, maximising private sector investment, and exploring innovative funding models to ensure projects demonstrate strong returns on investment, clear value for money, and meaningful economic and social impact.

In this context, commercial delivery experience is highly valuable, enabling you to shape projects that are both strategically aligned and commercially sound.

We work across a wide variety of different thematic areas including Creative, Digital, Transport, Housing, Employment, Education and Skills.

As Project Development Manager, you will help bring key opportunities to fruition, turning strategic priorities into tangible outcomes that drive prosperity across the Tees Valley.
